I'm Brian Scott with PIA Transport. I talked to some people out there and I just brought some information. What we were trying to do was see if the committee would consider permitting for our trailers to go in there. Put some stuff together. I have a hand out. And basically, Basically, just the information from you shows that the difference between a five axle trailer and a six axle trailer at 105,000 versus 80,000.

It's not as drastic as it sounds.

The weight per square inch per tire is not that much different than an 80,000 contract going down the same roads.

And the amount of loads hauled compared to what we were hauling to what we are hauling is two to one with all three loads a day now.

So that's four and before we're at two, maybe two and a half.

There's not a permit available right now.

There is one available right now, but it's $450 a day.

Obviously, that's not something that's economical for any trucking company to pass along to the farmer or the plant that's in your county.

So I was just hoping that maybe it would be taking to make a consideration that I don't know if it would be something that would be possible to do individual permits as far as chartering companies in general, rather than offer it to everybody.

Or if it was something that maybe there was an amount of money that wasn't $405 a day that would be beneficial for both sides to do that.

I know there was discussions with this, that it may be put back on the newest or casos plate, but in most places that we permit it goes directly to the Trevi Company itself, because they're the ones responsible for these, but they're going down the road, so this is just my opportunity to put something in front of you to show what the differences are and then it's not as drastic as it sounds, it's not heavy trucks wrecking your guys, because we do have more axles that are equivalent to maybe a little bit more but not anything that will be the cause of the damage in our roads.

So it was just something that I thought I would put in front of you guys that maybe you could consider.

I don't know if that's how that process works or anything like that.

Director of Fricke, Minnesota. The idea that you work with the hiring department with Brian and Dale is a very capable answer. And if that's on their judgment, if there's a policy change that we need to look at, then that will come through.

Anyone else? Moving on to 6.0, it's the Department of Reports and 6.1 is Animal Control.

All right. So, cat intake for May was 58 total. Out of those 58, 35 were transferred to rescues. Four were adopted. One was reclaimed. It was actually a cat that made it from Stockton in Freeport, hitched a ride on in a vehicle, axle or engine.

Cider. Five are adaptable currently. We have 11 on hold, which are anything under eight weeks old or pregnant. We have two in foster. And we took 23 dogs in. We have 11 of them were reclaimed. One went to rescue. Ten are on hold, which includes a mom and her nine puppies. And one was adapted. Current animals we have are eight cats that are adaptable, 12, 13 are on hold, two are in foster, one is boarding still, 24 total, Docs, we have five adoptable, two on hold, one foster, and we have eight, I should say we have eight at the animal school.

At the building, we have Stella with her nine babies that were born on Memorial Day.

She was picked up Thursday before Memorial Day, very right now, obviously, and she had them on Memorial Day.

So they're two weeks old now.

As far as court cases and your crisis case went for a bench trial, they found them guilty for two of the running at large tickets and the rest were not guilty.

In Mary's case, nothing really happened.

On the 22nd of May, Iowa County Community Society in Dodgeville pulled seven dogs, eight cats, and seven kittens from us, a total of 22 animals.

Two of the dogs were our long, or I should say three of the dogs were long-term dogs.

One was with us since January of 26, no, 25.

The one was the court case, Lil Chihuahua, and the other one was with us since August of 25. So out of those dogs, I think they place like five or six animals are favorite. And they're willing to, I basically had a current inventory sheet, I sent it to her kind of like this. And she's like, I highlighted the ones I wanted. I'm like, it would have been easier if you highlighted the ones you didn't want. It was like all yellow. I'm like, I'm for that. So I did transport them. So Louie got to work out, she had 22 animals in her.

She did good. We got over there. It was fun. As far as the building, I have most of the stuff from the Animal Hospital moved over. As soon as we get internet over there, I will move computers and stuff and I will move the cats over once I'm over there so I can take care of them.

Right now I'm going over there to take care of mama, obviously, but once we get internet and I can actually work out of there, we will move the cats over.

Kennels, he said they are going to be shipped on Wednesday of next week and he will give me a tracking number once that is, I reached out to him because it was like crickets after Memorial Day and I'm like, you said you would send me pictures and I've seen nothing.

He said, oh yeah, they're getting packed, they're ready to go.

And he still had the Lamb Road address, so I had to correct that again and say they go here.

So he said he got that fixed too.

Nia has been working with me for about a month now and she's picking up the software really nice.

She's actually been going to the Kerr College on Thursdays for me, so I don't have to cut my day and she can go pick up and drop off and that's nice.

She's gonna start working Mondays because she does babysit on Mondays, but now school's out so she can do Mondays and Thursdays and eventually she'll pick up more hours once we're in the building.

All right.

I did put the ending balance on this sheet so I didn't have to at least set a paper for it by itself.

May has the holiday in it so numbers are a little low because of the Memorial Day.

Otherwise for the year we're doing good still.

Well, pickups went up because we had that big pickup that the dogs were a repeat offender, so he had to pay a $500.

I did have, I guess there was an incident in McConnell that I just found out today where two dogs were running loose and filled with cats.

And then I guess the dog got, one of the dogs got hit on McConnell Road or Orangeville Road.

So, I have to do an investigation on that, and then there's some issues in Ryde Out with dogs running at large and going after people walking their dogs.

So, there have been three incidents in the last month, two are the same dogs doing it, so we might end up have to deem them dangerous.

Dress, they can't follow rules and keep them in their house.

So it sounds like they're one time they opened the door somehow and went after them.

And so, yeah, that'd be good.

Otherwise the claims were the normal, and then our lease, our lease, quarterly lease for shelter boss, our, our rabies takes, and I didn't have a lady reach out me this week about a program that she has for tags. And I'm going to set up a demo with her to see what it's like, if it's how much money sounds like it might be free. So and it depends on how our program, if we can pull from that, and it's not re-entering again, as it sounds like we want to do that. But if they can maybe Nate, if it's one that we Transfer over, it's free, and it's about the same. So she's going to give me an email, call me next week and get something set up. It's a lot of more next meeting for that.

One line is the Meadows Drive, the V-Head, Elbert Towing, Tracy Holberg did a check, Alliance Club didn't, that was in April, but they did, that's the second Alliance, Cedarville Alliance that donated.

He got a year of court supervision and fines and court costs.

I think it was 200, it wasn't like $300 and that would go not towards us.

We didn't do the tickets, the Sheriff's did.

So I think both cases were a year, a year piece and then the fines per case.

I think it's more of a concern, I guess, than a question, but surrenders at 33 and city strays at 17, asbestia.

So the reason the city dogs are on there, we actually don't, we just do the paperwork.

We really don't get, the dog wise, we really don't physically take the dogs in.

We just, we've been doing the paperwork because they fall through the cracks and a few of them have come county stories.

And then we don't have the paperwork proven.

They were picked up before.

And in order for us to say that dog needs to be fixed, because if they're picked up twice, they should be fixed.

We don't have any paper trail because the city didn't do paper trail.

So we just, when they come to the animal hospital for the microchip, which is one of our microchips, Technically, we buy them, but obviously the owners pay for them.

We've just been doing paperwork, so we have a paper trail of those dogs too.

The cat-wise, no, we don't, we haven't, I mean, most of the cats go to rescue.

How long did the city streets stay at the city?

The dogs or the cats?

They don't have a place for the cats.

They all go to the animal hospital.

That's why it's gonna change when we move.

I think what we've talked before about talking to the city about doing an intergovernmental agreement.

They're not, they're on their own.

And the animal hospital already told them that they're not, Because right now, our license is technically the animals at the animal hospital, because that's where our animals are, and June, the license will be at Meadows Drive, and they won't have a license at the animal hospital.

Well, if we're still there, they will until we move, but I already talked to the department today, and he knows once our animals are out there, that license is no longer theirs.

and with that building it's ours because it's our license.

So the city's gonna have to and they did, the animal hospital did send them something saying.

So what happens to the animals that are at the animal hospital now that came from the city once we move?

I'm hoping there's gonna be none to be honest and just be the the surrenders in the county straight.

I know what we're hoping but what's the reality?

If they're there, are they coming with you?

Because the problem, again, is, okay, right now, if a dog gets put down, aggressive, mainly aggressive dogs, Dr. Connie used to have a company that would pick the dogs up and they would go to the schools to be used.

Well, that company is no longer.

So that bill doesn't have to be paid by somebody.

So right now, if we do take a city dog over and that dog has to be put down, they get the bill.

And same way with, if it's a county dog, we, Dr. Connie, I meant, he basically is the cost for that.

So that's another thing we're going to have to think about too, is if we have to put a dog down, I want to talk to Walkers.

Dr. Connie is still looking for a company, but we don't put that many down.

But if we do have to put one down.

Should you commit to making sure we'll open on July 1st?

As long as the dog kennels are here, yes.

I can have the dogs and everything.

As long as I have internet, I can have the cats over in the office.

I don't want this to go any longer than July.

I don't need to pay rent for six months without utilizing that building.

So some way, somehow it needs to be up and going by July 1st.

The other issue is once you're in that other building, until there's another governmental agreement, city of Freeport, they call you to pick up a dog or a can, you can't do it.

They can't go away until we can work out who's going to pay for it.

but before I get that IGA, if you accept animals before that IGA, I have no right to stand out when I'm negotiating with them.

I'm not putting them in place, so that's catch dogs.

Yep, we haven't honestly pulled the dog from them and like I said, these are dogs that just, we did paperwork for.

The other concern I have is, this is your monthly revenues from each one of the backlights that are collecting.

But I looked at the monthly report here from the Treasurer, we're down like 9,000 in just the last month.

So even a month ago, we were just under 42,000, we're down to 32,006.

So just trying to get a feel for where the extra expenses come from.

Director. Depending on what we have for cats, we'll see. They have to be a really special cat to be able to go there. The dogs will be leashed in that. I'm not going to have anybody in crates to take the risk of getting free and getting on the road. If we do take a cat, they will be harnessed and leashed in a cage type thing. But we're looking at different for Things, and we're going to try to get some baskets together and do like a raffle type thing. Any ideas would be great. I'm just trying to think of like different demos that people would like. I'm going to talk to him. There was a lady that brings her sheep to the Lion, Luna's Cedarville Lion stuff. I thought, well, that'd be kind of cool to have a little petting zoo if he's okay with it. Everything's like, we just talked about on Tuesday. So everything's fresh.

That one was crap.

Last month we paved on McConnell Road between a Fulke and Dakota Road and we paved three quarters of a mile for Rock Grove Township last week.

So we've done some ditch cleaning on Warren Road, South Kent Road, the shoulder stone on McConnell Road and Bolton Road.

Straight in front of probably 3-4 Seaguard Railway. We have a little bit left to do.

Ben Mowing, and then some tree cleaning up from storms, and of course patching bubbles.

Helms, how much road did you go on Rock Grove for?

On what?

Rock Grove.

For Rock Grove Township?

Yeah.

There's a lot.

Just say Rock Grove.

About three-fourths of a mile.

Other than that, that's been the month.

Sperry. Thank you. Dale. Okay, we got your Highway Department update. I've highlighted any changes from the last month. And there was a little bidder for West Point Red Road crossing project. Martin's low bidder for the West Point Township Bridge project. And then the joint agreement will be locally executed for the McConnell Road project. And then those are all action items that comes up within the agenda.

Payment Preservation Program. When I came here, we set up a six-year program for payment preservation.

Payment preservation, the measures we did to preserve it was either seal coat work or coiled plate recycling. Coiled plate recycling, you tell it about four inches of material and oil to it, lay it back down, then we do a double-feeder over it. Then we extended that that couple of two or three years ago that took it all the way through next year.

So we just put together a new program that should go beyond that.

So it's something you end up sending the whole program to IDOT and they have to approve it.

If you remember with the previous one, anything that required full-definition or maintenance, there's nothing there to preserve.

It's already gone.

So, we don't use the pavement preservation program to fix them.

So we got, at the time of the original program, we had like $14, $16 million worth of unfunded projects that we couldn't, didn't have money for.

So we found special funding for them, either they came from the general funds, either the program that I had put out was their RBI funds, we had some COVID relief funds, and money for the General Fund, and then I had another program for local project funds. So with that special funding, we were able to take care of Baileyville Road from Montague up to Lamb Road.

We did all of Cedarville from, well, we're going to be finishing up the last section of that. It goes from Galena Road all the way over to Route 26, and then McConnell Road from 26 over to to Appalachia. We have special funding for those. If they didn't have anything, any money to do, Dakota Road or Rock Grove Road, so we carried those over. And then if you look at the new program, I'll kind of go over the criteria that we set up.

I'll kind of go over the criteria that we set up for this.

We have an increase of, when I set up the original program was for $750,000 a year.

We're getting increased federal funds so we can do about a million dollars a year.

And then federal funds are 80-20.

So I'll say it's $800,000 a year in federal funds with a $200,000 match.

So our criteria was to, we wanted to do a seal code every year and then, excuse me, a co-implemented recycling every year.

And then any place, anything that we did CIR last year, you want to put a third seal coat on top of that to help preserve it.

So our criteria was CIR first, and then we did some seal coat work afterwards.

So we prioritize the projects by the condition of the pavement and the traffic count.

Higher Traffic Column, we want to take care of those roads first.

So we set up a new program.

And I know the chart just probably doesn't mean too much to you, but we use all this information to help us put together our needs.

But Scott, myself, and Kate went through and evaluated all the roads in the county.

And about the eighth column over is the CR.

that's a condition rating.

Condition rating goes from zero in terrible pavement to 90 in perfect.

So if you see, we went through and looked at what the pavement was look like.

When the first time around, we had nothing worse than about a four, McConnell Road dropped down to a three one time.

We see now our roads are, the worst is about is a five.

So that's why it's up in the top we want to get those things taken care of. And then we looked at the condition of the roadway. And then we also have to look at what you need to do to fix it, whether it's cold place recycling over to all of these as a seal code.

And then at the bottom, the yellow, you can see the ones that do require a full debt reclamation. And we've got about $7 million worth of unfunded full debt reclamation projects.

DeSoto Road is still there. Rock Rover Road is still there. We've added a new section, McConnell Road, because it's getting a lot of truck traffic from burner food. So this is not part of what we've done before, but it's the next section over. So and then Galena Road is breaking up. So we need to do a full death reclamation for that. So now we're looking where we had 14 to 16 million dollars before. Now we're at that bottom half. So but It is money that is unfunded, or projects that are unfunded.

So over time, this is what we will need to fix.

And then we will be finishing up the paperwork and send that in to IDAF for their approval.

And then they were going to hopefully have the funds to before the end of their fiscal year, or, I guess, along the short of it is I'm a lot more optimistic now that we have this joint agreement.

The joint agreement for the Cedarville Road, the same kind of funding, and it took a long time for them to get it out, and that kind of put the bug in there, and it worked, and they got the joint agreement out, and then they followed it right away with the joint agreement for this month.

Once we've got the joint agreement, both parties executed, then we can go to letting.

The plans are, the final plans are in with IDOT. Once they approve the final plans, we can go to letting.

So, when both parties execute this, let me see, this is June, I would say we can probably go to letting by September, possibly into August.

and that's a complete project before the end of 26. I'm hoping, yes. I love your optimism.

Everything's still looking good.

We kind of got delayed on some of the projects.

We haven't gotten any big invoices yet.

I'm anticipating that next month we'll start getting some bigger invoice totals coming through. We did, I just did do a deposit for the Shippey Road bridge. I got, finally, I got payment to us. So I just deposited $641,000. So that will get to the Township Bridge program. So that will help with the county bridge balance. So yeah, well, so We have a guardrail invoice that's coming in this month that will be due next month that will be a fairly large but and that everything else right now is looking good, under budget, we'll have it through the season.

Speaking of guardrails, I only need to visit this probably twice a year, because I already probably visited it and such, but is there any, have you seen any money at all for the Rock City guardrails to pay?

I did, but not recently.

It was like court fees of like $135.

I know the last time I talked to Chanel, she said that I think that they suggested and they had it paid by like July, but I don't see that.

We went through all the steps to, since it was like a DUI case or whatever, I think they had more authority, but just the way that it seemed, like it just, I didn't think we would see much more of anything, but I'll go with Carmel here.

So who prosecuted that on our behalf as a column?

I believe, I believe so.

Well, we were in the summary judgment meeting.

I thought it was done through the DUI cases, restitution.

Summary judgments are good for either five or seven years, I don't remember which, but they've got to be renewed at the end of that, stay active, otherwise they just go away. But if there is a fine form of pay, we can have them do a motion to discover assets, which I think you talked about, which will make him come back into court.

and we, I brought that up to Carl and Chanel because I remember bringing that up and that's when they said I'd have to look at wording and stuff like what the judgment that it was.

You don't have to look at it, right? Well, I'll get back to you. My preference is if we were awarded with the Summary Judgment, he's missed a deadline that we do a motion to dispel our assets.

Because once you do that, you can also do a wage garnishing on it.

If iron 8.0 is new business, 8.1 is discussed through the first addendum to the neutral wood for Metals Dryer. So we're adding the $160 monthly fee for the Internet. The owners of the property are paying for the installation costs and then we'll just have the $160 a month.

and if we pull out, then they will obviously take that 160 for themselves to pay that.

One more background on it. If you compare it in the last couple of weeks, we didn't have internet at the building and there was no internet in the building.

and closest was down at the end of the street, so Nate checked with Errol and we had to trash it in and it can be fairly expensive as ever and Christian checked with the Landlords and they agreed to pay for the delivery of the fiber optic cable.

But then we, there was a reoccurring monthly fee as well, that went with this quote and so that felt was ours to pay.

So what the addendum does is add that into the base agreement we had and varies it up time wise to the length of our contract with them.

So, if we get past three or four years and we're looking at year four or five, then we could redo the contract, but the landlords will be responsible for the lease agreement.

We started the monthly reoccurring fees.

They will be responsible for that at this point for year four and year five is our lease and our obligation is to add to the status of this race.

So there's two bridges that are in Winslow Township in Samson County and the County of Wayne and Lafayette County in Wisconsin.

Okay, we had two lettings this past week.

One was for, first one is for Wet Point Township.

This is a Township Bridge. It's 100% funding from DBP, so it's no impact to the county at all. All four low bids came in over the engineer's estimate, but it'll still all just be paid for with Township Bridge program funds, so I've recommended alerting it to Spartan and Company.

So that comes, that will come up later in under 26-11, H-26-11.

The other thing that we had was for a great crossing in West Point Township.

and it was that north five quarters the ICC is requiring the township to build the road up to meet the new new crossing and they're going to be putting new signals and stuff there in a new crossing material we just need to build the road up to it so we did the plans in-house, the load bid or the engineering assessment with 83,000 and load bid for Significant Wells on $118,000 over that. I've put in a request to the ICC for something I'm funding for, and this is all paid for with Great Crossing Protection Funds. So once again, there's no cost to the county.

And if there is, if they end up not authorizing additional funds, it's still in the Township of Nothin County.

Usually, the engineers are pretty spot on.

Normally, the consultant did the engineer assessment on the bridge project.

I'm seeing the last few lettings that are coming in over. Now this was the river crossing. It's a very small project, so the unit price for asphalt and aggregate goes up and you don't have that much material, so I attribute that to the overrun number on that small project.

Also, if you look at that, it's about halfway down the list here of items of creek past and pre-stressed concrete that vary in names. There's $60,000 of difference between it's a little thinner and that's what I'm doing instead. So, percentage-wise, it's big.

As an engineer, you base your estimates on historical, when the contract would, particularly for free-stressed beams, they're getting the bit right from the manufacturer, so they know exactly what the loss will be at that time, so their cost is likely to go higher, so there must be a shortage of beams out there that cause them the price to go up.

So they asked for some money in there just in case there's a thing goes over what's covered by the local project funding. So we have 30,000 in there. I anticipate we should be able to do it with Vision Project Funding and Amalfi.

It was a bid from Mineral Truck under the source bill contract.

I did, it's, I thought it was pretty much right in line with what I expected.

I did add a few things that were not on the last bit.

One was a, I switched from an old style gear pump to a low sense pump on truck.

It's a more modern, basically it's what is running.

and I had things that were about the last county or one of the few last run of basic pump and parts are getting parts to come by with some of those older style things.

I also added a tarp to it to be installed up there. Normally we did it at the shop, but it tends to get a little confusing when you have the truck up there and they're welding brackets on the truck for something that they're not mounting. So if they have it in front of them, it's easier to put brackets and some of the tie downs on right there.

And then another thing that added to the cost, their labor, I think from 23 has gone on $20 an They went from $140 an hour to $160. So total cost, I think our last bid was $114,115 somewhere in there. And this one was $135. Is that right? So it was like $13,500 just in stuff that I added. So if you add 10% for everything else, where you Pretty much right in line. I was pretty satisfied with it. So, and that gets it locked in for, I'm not going to say anything because that doesn't matter, but it's going to be over a year yet until you get to this.

I'm going to say it will be next fall, fall of 27, before they will give it to us.

and when do we expect a truck? The truck is sitting in the middle of waiting. Oh my god and things have changed a lot. I thought the salesman from Monroe said now what he's starting to see is they're bidding the snow and ice equipment before they're actually bidding the cabin chassis out.

They're bidding that out since it's so far out. And then they, they're getting the cabin chassis after the fact. So it's, it's a real, it's a real screwed up process. You know, I apologize. No, we do not have that cabin chassis. I mixed it up with the last one. It's the end, the end of this year is when we'll see it. I think he's, when I talked to him, he said somewhere in November, Ish, East Center. We just, we just, or like recently purchased that. Yeah, we just took, yeah, it was March. Yeah, it was this year. I believe, yeah. So, so Cabin Chassis is in the budget for this year, but this would fall in probably 27. When do we pay for the truck? When it's, when is it technically Delivered. After the equipment's been put on it or before that, and it's We pay for the cabin chassis when it's delivered to Unroll. When Freightliner releases it or the dealer truck hunter releases it, we pay for the cabin chassis. The good thing is they do not start the warranty until we contact them with snow and ice equipment installed. Because the last one There's a few minor things I want to do to that yet before we start using it and I haven't

started the warranty yet and I haven't had it yet.

So the salesman actually called me and asked me if it was in service and I said no.

So we're going to hold off and maybe in the next month I'll contact you about that.

So, it's a kind of a disastrous process right now with everything, so.

When did you anticipate the equipment being installed, fall of 2017, did you say?

So it will sit up there for about 10 months, roughly.

Well it's crazy, I mean, I don't know if any of you have been out there, but there's a hill behind there.

The whole hill is just plastered with cattle chances. I'll bet they have hundreds, oh yeah, maybe three, four hundred of them sit up there. I think there's some down by Vanderstate sitting there too right now. They've opened up another facility trying to put equipment on there in and Ronald, and they're transporting some of the stuff to different facilities like in Joliet.

Facilities like in Joliet, I think one over by the walk, yeah, Bush, trying to, and Vanell's no better in Monroe, or Dixon, they're, they're out over, well over a year or two, so.

And so what's the bottleneck of that? Why is it so, why does it take so?

I think from COVID there was a backup where they were waiting on all these trucks on these chassis and then the chassis started coming in, flooded them and all these builders and they just have I've never caught up since. And honestly, I think they have the same problem everyone has is the turnover rate is for their help is crazy. And it's not something building trucks like that's not an easy job. I mean, you have to have somebody to oversee what's going on. It's, it's not just bolt a box on a frame and it's hydraulics, it's Kirk, you know, there's, there's a lot going on, so I don't know how they, it's gotta be tough for them, but that seems like it's the way of the world, and I'm unfortunate.

They got a dump truck up by Dakota, I believe, that was stealing rock out of a quarry.

They let him drive, drive away in the truck, even though he had no license.
