Okay, the meeting is going to resume to the Executive Session, no action was taken in the Executive Session. Seventh point of all is the Department of Reports, Christina, would you like to start us off with Ann? For our cat intakes, we had 11 total intakes, five were surrenders, three were city strays, three were county strays. Out of those cats, six were transferred to rescue, four are available for adoption, and one is on hold for doing some more socialization with her. And Dog Intakes, we tripped 13 dogs, nine county strays, which is the mom and seven puppies that were abandoned. Five city strays, 13 are up for adoption. We had zero reclaims and zero went to rescue. Our current animal inventory, cats, we have seven adaptable, one on hold. Adoptable Dogs, we have 21 with two in foster. We have the two Jessica Jones court case dogs. And for the court updates, they're actually both on the same day. Jessica Jones and Andrew Price are on four night of 26 at one, courtroom one. Dr. Conde and I are supposed to be served for Jessica Jones' and or we're not getting served for that one. Other information, Chase, one of our longest dogs that we've had, was adopted. He's been with us since 9-10 of 25. The website has been updated thanks to Kelsey assisting me with that. We did three different pages updates. I reached out to the fire inspector and building inspector. The certificate has been done. The fire department will do their inspection on next Friday, 3-20 at 11, but the certificates been signed off of and should be emailed to us tomorrow. I do have a few people that we will be hopefully interviewing next week for the part-time job. And then the ending funds include the deposit that was received and, or money that was received in February, but deposited in early March. The February weekly stuff, the highlighted yellow is what was not on the link due to the fact they just got new folks yesterday. So I added that on your guys' copies. Plains-wise, it's the normal stuff. We did need more microchips and our shelter boss, our program we use for the tags needed their updates. And I am looking into a different microchip company that will be way cheaper for us and actually I like the chips better. So hopefully we can lower that price. The chips are like under $3 a piece where these are costing like $5 a piece, I think. So we'll be able to save and the owners can actually scan a QR code and register their dog right away where these chips we use are registered, technically come back animal control and then they have to pay a fee to register where this is all included in the payment they give us. That's the AVID? The AVID is the one that we use right now. Okay, so that's the microchip. That's the microchip, yeah. So that's what we use right now. And right now they just come back to Animal Control and then we give them the information or they have to register them separately where the new ones are called FI, F-I. They're cheaper and they actually have a little card with them that you scan the QR code and it pops up the registration and then you register your dog. So I think it will help. You won't have to worry about talking. You know, if somebody picks up the dog, they can just call the actual owner. And then I printed out the list of the Medals Drive donations, including the GoFundMe. I think we have a few more coming in. Any questions so far? And then the last one is the Revenues and Expense Report. And we really haven't had any dogs reclaimed, so that one's. Yeah, nobody's getting reclaimed. Question, you had those donations. Have all those people been thanked for their generosity? Other than the GoFundMe, well, the GoFundMe have been thanked through, you can click on it and thank them that way. I'm trying to figure out if there's any way I can email them a thank you also. But everybody else has been sent a thank you or a current on that. I actually have some free stuff ready to go so I can just print a label and send it as soon as we get it. I worked on that last year too, so. That's great. On your website, it's a mushroom fruit. Yeah. Thanks to Kelsey. Because Nate, I gave him the letter and he just did the link where I know he wanted more. So, Pelsy owed me a favor, so she was willing to help me, because I'm not a computer website person. It's much more welcoming. Yes, I agree. It looks very nice. She did very good. I like it. I'm proud of that. What's the plan for the funding and the donation drive going forward? What do you see, what are you planning on doing? So, I also, I guess I didn't put it in my report. I did the free podcast, I did that a few weeks ago and I also was on Big Radio a few weeks ago also. So that should be, the interview should be out there. I'm going to try to do like a weekly update on Facebook. I'd like to go to Lena Brewery again and kind of push it at there too. It's been a little rough lately. I don't have my mom currently at the office. My grandma came back from Tennessee. So it's been a lot in the office. So hopefully it gets better. Any questions from the thing? The free pod is that, is that one of their, their separate interviews? I think so. I think it will be. Oh, you have it. So it hasn't hit. I haven't seen it. I've looked today to see if it was on it. I haven't seen it on yet, but yeah, I think it's going to be a separate one. And the big radio and how is that? I think the big radio was an interview over the phone, so I don't know, it could be playing right now. I don't really listen to the radio. And they didn't give you details when you did either of these? No. And I know in the heat of the moment of your being a celebrity, you neglected to ask. No, that was celebrity. Hate interviews. Happy was the one over the phone. But yeah, you know, sometimes you forget the little details. Yes, absolutely. I want to listen to it. Yeah. I want to hear about it. I met once, like I said, I was on three pod this morning and I didn't see it up yet. Okay. So I'm assuming, I mean, she took a picture, so I'm assuming it's going to be like the other ones that are the picture of the person in the interview. Okay. Well, that's good though. You know, that's not your thing. It is not. It brings me back to the horny situations where I was just bathing dogs and they did Give us an update on the Meadows Drive build out. Where are you at? What do you got to go? So basically, once we get dog kennels, we can move in. That's what we need. Everything else. They're working on figuring out the best place for the mop sink. The place they were originally going to put it's not going to work, so they're going to probably put it in a different area, but it's still not going to cost us anything. The owners are going to do it. So it's just finding the right, that whole place is, you have to pump the water up and they don't want it. I don't know where they were going to put it, it wasn't going to work, it wasn't big enough area. So they have a second location, which they are going to put it out, which will still be a common area. Which will still be a common area. So. Do you have any animals there now? No. I pulled the puppies out Friday after the meeting. So, but we're good to go. The Fire Inspector was the last person I needed to sign the paper and he signed it. And then he's like, I just want to walk through it. You're good to go, but I'd like to walk through it because it's been empty for over two years. Sure, and that we have nothing to hide. It works. I were seeing where service were just replaced and smoke alarms all work. So, and all the exits are clear. So it's handicapped, accessible and all that. So, so I set that up for the 20th. So he's going to come on the 11th. Speaker, Chairman, House of Session, Chair, around 30 animals were taken right now? Yeah. What's your capacity? I think what I mean by that is I guess at what point do you have to refuse? Oh, we've already refused. So drop-offs. I mean, I don't know how it works. So maybe The mayor told me a lot of times people will just take them and literally leave them at the door. We really don't get that a whole lot. I mean, we have had at the animal hospital people dropping off the cats and that, but we really don't get it because I don't know if it was our location or what. We get it once in a while we'll get the cats dumped, but not want to put this out there. We're gonna be throwing a dog over the fence or anything like that. So please don't. So what would your currency be? If you get all the kennels you're looking for, how many animals can you safely and effectively house? I mean, it all depends. I'll get the R. It all depends on the size of the dogs too, because if it's a litter of puppies, multiple puppies can be put. I would say probably 20 dogs tops, if they're smaller, little dogs, puppies. And I meant honestly, 25 to, I meant cats, you can fit two cats in a cage. It all depends on resources and that too. So. 40, 50. Yeah. I would say probably 40 cats. I mean, I would never want to have that many. So 40 cats alone. And then we probably could do 20 dogs if they can be kind of, but I, unless Are you open to have an open house and invite the public after you get up and going? That's a big goal of mine. I would like to have a big open house. Have a good time for Mother's Day. Seriously. So, security cameras. So, the guy that gave me a quote, I think we'll do outside with him, but I think just the regular Blink cameras will be enough inside, which I already have, but I think outside we want more detailed cameras to get license plates and any movement, so. Yeah, because you're not going to have the gate to be able to close the pressure driveway. That's why I want more detail outside because he says that he can get it where he was telling me how it worked, like he would go out and actually walk. So it would recognize a person and drive and recognize a car type thing. So that we definitely would want outside. Inside I meant, we're going to get them outside and then the inside ones just the blank or the ring cameras will be plenty. I meant my blank cameras at home would be plenty for inside because we're only going to have them see, okay, the dog got out of this kennel, somebody probably should go put them back in type thing. And the outdoor pens look like they need to be re-seated, is it? Yes, it's like grab grass. Or mud. Yeah, well, yeah, it's muddery now, but yeah, it's, yeah, they'll have to be, I mean, they're going to be mud, no matter what, because I'm at my front yard's mud with my five dogs. So is that something you could do? Is that something we can just throw some grassy and hope it grows when the spring takes off here next month? Yeah. Chairman Helms, and why not look into some art fisheries? Well, that's what I was thinking, too. This turf, at least a few of the yards. I meant the ones that are there. That's a pretty good size area. Oh, is it? The two that are out there, the one is bigger than the other. Yeah. Do you know about big? I've never measured them. Size of this room? The ones probably, yeah, they're big. They're large. They're big. I meant the ones you saw. Look at you guys. Yeah, I'm already looking to coach for my yard. So yeah, we can throw some seed and see if it, like I said, it was just, I mowed it last year and it was, it's just pits weeds. It's not even grass. It's a cow paste. Yeah, pretty much is. It's yeah, it's like crabgrass and yeah, it's a cow pasture. Yeah, it's yeah, it's not pretty. But yeah, we can do that. Absolutely. Anybody else have a question for Christian? I have one. Looking at the registrations, if I'm looking at this correctly, you're looking like January was up over, or excuse me, February was up over January at 79.95? Yep. Okay. I guess my question is, are we pretty much on track? We got everything sent out, supposed to be sent out? Yep. Okay. Is that, I'm actually getting, March is looking really good already. While I was sitting here, I had five come in from, the online has really helped, especially for the vets that don't issue our tags, the online. And then I was sending out like, let's say, the certificates I get from the vets this week that didn't get a tag. I was waiting like a week to send it out in case they did do online. Now I'm just sending it out right away. If we lose a stamp, in case we lose a stamp that way, they're like reminded right away. So they don't have three weeks out. It's- Right, yeah. Hopefully the mail gets there and it's only a week gap. On top of that. Yeah. Because it looks like our main revenue source here. So, you know, thank you. Are you able to keep the email addresses that come with those deposits? Yes. Any of the online, I've been entering their email right into the program. Can we get the email from the people who use the vet clinic? That's not as easy. But I was thinking about talking to the vets to see once if they would, because a lot like I know Paws & Claws personally has my email and they email reminders out. So I can talk to them and see once if they wouldn't mind writing it on the certificates. I don't expect a free fall in postage rates anytime soon. No, no, I know the Animal Hospital probably wouldn't be able to do that if they were into the hospital. It's too chaotic there during their walking hours that that would be probably over the top for them. But the other vets, I'm sure would do it. Next is the Highway Department, 7.2, maybe? Pretty much the last month we haven't had any weather really, so it's been cutting brush. Had two safety meetings, one was a flagger meeting for everyone and the other one was a locate, an 8-1-1, Julie, locate type meeting, safety meeting that we go to every year. A lot of equipment maintenance over the past month, getting everything ready for spring and looking at some of that stuff, so that's been about it. Where are we at with our soft contractions? We've only gotten in about half of what we have to, which would be 600 tons. We have to take 1200 tons. We have. Take 1200 ton, we have taken in 600. And my inclination, we have to take it before October. But I would prefer to wait until probably September, October is to get it back in for fear. You get it in, you stockpile it in our buildings, you get a bad storm, rips the tarp off, now you've got wet salt. At least if they're storing it for the summer, it's their That was my next question. We have a place for 600 times. Yes. Yeah, that won't be a problem. Yep. So we might even get rid of some this weekend. Who knows? Stop it. I can care less if they ever just. But yeah, we're, we have plenty of room for what we have to take. So it's not a problem. And I like the stop sign at Florence Road in Bolton so very nice. Yeah it's kind of a trial we're trying to see if we can stop people from bullying that stop sign because it's been a problem in the past. You probably know that being down there yeah I've seen plenty of people What have you got there? I haven't driven that way. It's just an intersection in the middle of nowhere that's wide open and you should see it's a bus three miles out. People blow through the stop sign after time. So what's he got out there now? The stop signs with the LEDs are on the outside Oh, I see. Okay. Yeah. We use different gadgets. Yeah. We use their, their solar. Um, but we used to have just the reflashing red light on top of it. Well, it doesn't seem to grab people's attention. Like not hoping this does. So we'll see. They're not cheap, but if it saves somebody's life, that's well worth it. Exactly. You know, did you ever do anything with your radios? I haven't done anything more yet as far as ordering more. We have four of them and that's I was just going to probably try them through the summer, make sure everything is good. And then because they're a renewal every year. So I figure if we wait until they come renewal, if we can get the rest then. Sure. And we're towards the end of a budget year then. So if things don't look good then it's easier to spend it at the end of the budget year than wish you hadn't at the beginning. That's so great. So any other questions from the committee? Thank you. I'll give the highway department update in front of you. I've highlighted anything that's has changed since our last meeting. The final plans for the Orangeville Cold Place Recycling have been submitted if things on board to April 24th state letting. City of railroad, we executed the joint agreements last month. It needs to be approved by the state. Then we can go to the April 7th letting. I'm hoping there should be no problems with that. Should be, I mean, you just wait for them to approve it. So they're wanting to spend that. We got a local project funding for that for a hundred percent. So they're wanting to spend the money. So as soon as they approve it, we can go to the letting. I've got a lot of things put up on that April 7th letting. Dakota Road was locally funded and that's on that April letting. West Point Railroad Crossing, I've been working, we have turning final plans last week, work with the ICC about some changes to the plans and that's set up for May 5th, letting. West Point Bridge, that's ready to go and approved and that's ready for April 7th, letting. Item F, that's just down the road, Center Design for another West Point job. We have to wait for the first one to get done because they're both on Shippey Road. The seal code on Orangeville Road. Final plan has been approved. That will be on that April 7th lighting also. McConnell Road intersection. I got an update from Fairgram. A week or so ago and it's in there too to finish with final plans on that. But I don't know when we'll go to letting on that until we have to get the final plans into IDOT in their approval. So, I'm hoping maybe second quarter. So, HSIP project, that's all federal funding, That's all federal funding. The engineering agreement is in for approval, and it's been waiting. Things are coming very slow out of Springfield. The Bone Road Overpass project, that's under design. I'm not sure if I told you the latest on Alan when he's retiring, it's supposed to be middle of next month, but we will be able to get by. He'll be retiring to Willow Health Fund and work for Willow Health Fund over the summer. His work during the winter is now being taken care of by IDOT. He did all bridge inspections, so I was doing those, so we can get by this summer, next summer, but we will need to replace them by next year, so that'll be about the same time that Steve, our Assistant County Engineer, will be retiring, so we will have to do something within a few months, so. Spring Grove Postings, they're going down tomorrow, consistent with Winnebago County, Boone County, Ogle County, Lee County, Carroll never posted any. The townships did that are near us, but the county never did. It seemed a little strange to them. Another thing that came up today, it wasn't time to put on the agenda, but we got a road use agreement from ComEd. I sent that to Carl Larson. He responded back on Monday. We sent his concerns about the agreement to ComEd. To address those concerns and we got that to them, got that from them today. So it'll go on the agenda for next, for the County Board meeting next week, so. Any questions? Yeah, one, I think it was on E, Dale, you're talking about Shippee Road? Yes. Can you give me a little bit of detail on what's going on with Shippee Road that's in my area? Okay, the shipping road comes from a leg road over and go down, there's a bridge, the north part of that, that we'll be replacing. And then the other one is like two or three miles south of there. That is also scheduled for replacement. So I'm, I'm hoping to attract, get the Lenny's close enough together that one contractor will just move for one, go to the other one. But I can't let them at the same time. Okay, so I've got in the inspection provision for the second bridge that you can't start in this one until the first bridge is open. All right, I'm just curious, thank you. Sure. Mr. Hill. Are you still considering a five-year contract exemption? I'm sorry, I'm thinking of that a little higher. It's different, it's supposed to be in sighting. It's funny. Can we make it that three trying guys? The 70s are hitting me really hard. Thank you. Moving on to 7.3 which is the current budget status. Do you have Brian's support now? No, I wasn't able to talk to Brian before he was off today and so I wasn't able to talk to him. I went through the report. I didn't see any red flags at all. So there were a few minor things that were over but at this time there's this minor thing, so, yeah. I didn't see any red flags at all. Any questions? Okay, thank you. Moving on to old business. We don't have any old business for tonight and new business is 9.1 HG2605, the approval of four of the earnest in air conditioning units. We have a little bit of Loser. Was Loser. There were four bidders in it. I think they should be in their packet. Low bidder was $51,000 with rebates. The cost of the county is $30,760. I recommend going with Loser for the replacement of the GDN Air Condition. Question on that one. On that second page of that thing, the ComEd rebates were only listed under the one vendor. Did the other vendors also get those rebates? That's an answer I can't give you. I don't know. Okay, because the one on the far right seems it would be much lower if the comment rebates were in play. So that's what I'm asking. So we worked on that, Brian. Yeah, Brian did that. All right, just curious. We haven't had the air on yet, so I don't know what's going to happen there. But we have a significant problem with the heating this winter, so anywhere from 62 degrees up to 85. And wasn't it that one was completely shot, one or two were here. I think it's still shot and the other ones are covered in it. Rushers is obviously local. Who is champion? He's a, I believe he's from down in the Lanner area, I believe, I think he's from down in Carroll County. I've heard of them down in that area. Okay. I think they all had come to the come and climbed up our rope to take a look at it. So right. Well, the only thing I was Larry brought up a point, I'm just wondering if we need to make a decision on this tonight to check out the if those rebates could be applied to the champions. Lawrence. That's my question. Great. That was my question, too. You can check with ComEd, but you shouldn't be checking with vendors. They supply you quotes. That's what you should be considering. Okay. Otherwise, you're bid tampering. Can we talk to Brian about that? Check into that. Check with ComEd. Not with vendors. Brian can check with ComEd. Yes. Without an RFP, you've got responses to the RFP. That's what you're supposed to be Business. You can wait to make a decision after you talk to ComEd, who's supplying the rebates, but you can't go back to a bidder who's supplying the bids. If the rebates were part of the other bids, why wouldn't they be listed? I guess that might push back. I'll have, I'll talk to Brian. Now he'll be, he's off tomorrow too, so he'll be back again on Monday, so we'll get an answer to him. I guess we'll push it out 30 days. Sorry? Push it out 30 days. Okay. We'll improve something tonight. Okay. I mean, yeah, and I don't. Fantastic. Let me try it. Yeah, yeah. I wonder if, like, it sounds like they have an agreement. I'll just call him and see. He responded a few minutes ago, so. My gut would be to just trust the numbers as they as they lay and approve something tonight. But yeah, if we can get his input. Hey, Brian, you got a minute to talk about about the heating and air conditioning units? Okay, can I put you on speakerphone here? Okay. They, they have a question. You know, the rebates with Lauscher gave, or ComEd gave Lauscher the rebates. Yeah. Are those rebates available for Champion 2 or not? So it's specifically for washrooms, not any other ones, we're able to get them, and they are guaranteed, so that is a part of the pricing. We're definitely able to get those rebates. Okay. All right. You guys got any more questions? That's okay. That's 30,000-ish per unit or for the four? What was the rebate? 30,000 As a total or per unit? Final cost. Must be part of the final cost. The final. Okay. All right. Thanks, Brian. Yeah. All right. I'd entertain a motion to approve of the resolution. I'll make that motion. Second? Sure. Mr. Chair, any discussions? All those in favor say aye. Aye. Motion is approved. It's here. You know, we used to have our own place, we could take as much as we want. And it's pressure and I can't handle it. I think the longest meeting all week, just so you know. Yeah, he's right about that. In other words, why not all this short session? No. Go ahead and push on into 9.2, the discussion and approval of the RFP for dog counts. Kristin. So these are the dog counts we need for the new building in order to actually house our dogs there. I remeasured and made sure measurements were right before I did this, so I actually changed it a little bit from the original one I had, went back and do the fact the doors were different than when I first measured. So, um, these are, we want kennels that the dogs can't really see each others in the side, or if they're back to see each other, which will prevent fighting, fence fighting. Uh, otherwise there, I would like kennels that we can actually roll around and rearrange and have the swivel bull system. So you don't actually have to go into the kennel to feed the dogs. You just turn the bulls out, feed them and turn them back in. So it will save time. I don't know. This is my first one. The channel won't really roll because you're going to have the PVC lines in the back that are going to be, no, they'll still be able to roll. They will be. Yes. Yep. With them connected. Well, the shot back will be unplugged. So then you can roll them. But you'd have to move them all, whatever they're hooked. They're hooked. And so we're looking for ones that are like three stall. So you'll move like three at a time. You won't be able to look at it. And this is enough for 11 docs. This is enough for 13th. And then we have one, I shouldn't say we have one. There is one that's going to be donated to the building we can also use. A dog trainer and Lena is donating a double one. The more expensive one that I like for aggressive dogs, he's donating that. So that will add two more petals technically. If it's aggressive dog, we'll use both sides so we can move them safely. But if we don't have an aggressive you can secure the doggie door and then you can use both sides. Any questions from the committee? So I see the delivery is May 13th. Does that mean they'd be ready on like the 14th or how long is the installation? So what I've been reading on all the sites is it usually takes like five to six weeks delivery. Okay. So, I just put that date, But, but, and then once they are delivered, is it like, ready to go? Yeah, I can, it's a symbol. I'm very good at assembling panels. I'm impressionable. I don't see any proposal for the cats. The cat cages are under what I would need. Are under what I would need to do in our before I see and we actually got some cat pages already so we don't need as many okay so we planned in a cast condo room they have a room they're not in the room while you're cleaning they can be Lewis, but I'm not one for the big open areas because if you have a disease go through, then all the cats are interacting and then it spreads really easy. They had to go through friends forever and a bunch of the other shelters that do the open areas and they can get out and play when you're cleaning, but I rather. I suspect that the nicest thing about these kennels are the false floor underneath of them and the building's washed down and yes because the room does not have that drain to it so we correct have an issue there and that's what alleviates some of this yes that's our main goal is to find one that we can lean in back him out any other questions from the committee and it's the pleasure to move approvals. And those in seconded, any discussion? Seeing none, all those in favor say aye. Aye. Motion is approved. Give a few words about how I post it. Move on to comments from the committee members. Anybody like to have a word to be brought up? No. Do I have a motion to adjourn? I have a motion to adjourn. Second. All those in favor? All right. Thank you everyone for their time tonight. Do we make your time cable? Yeah. Winslow.
